- 2 cups low-sodium beef broth
- 2 tablespoons apple cider vinegar
- 2 teaspoons kosher salt
- 1 teaspoon ground black pepper
- 1 teaspoon ground cumin
- 1 teaspoon dried Mexican oregano

- ½ teaspoon ground cinnamon
- ¼ teaspoon ground ginger
- 3 bay leaves
- Corn tortillas (or cassava flour tortillas)
- Diced white onion
- Roughly chopped cilantro

Instructions
- Prepare the chiles by removing stems and seeds, then toast them in a dry skillet until fragrant.
- Soak in hot water for 15 minutes.
